Né en 1917 à Westmount au Quebec, Ness travaille comme électricien avant de s'engager dans la RCAF en octobre 1941. Après avoir effectué son entraînement initial, il obtient ses ailes et ses galons de Sergeant un an plus tard. Il est alors transféré en Grande Bretagne où il est versé au 3 PRC jusqu'en février 1943. Il passe ensuite 6 semaines au 17 AFPU et en mars passe par l'OTU 59 pour achever sa formation opérationnelle. Il est ensuite transféré à l'OTU 82 où il sert finalement comme instructeur jusqu'en janvier 1944. Successivement promu Flight Sergeant puis Warrant Officer, il accède au statut d'officier en janvier 1944.

En avril 1944, il est affecté au Squadron 56 qui vient juste de se convertir sur Hawker Tempest. Au mois de juillet il est promu Flying Officer et commence à ouvrir son tableau de chasse par la destruction de plusieurs bombes volantes V-1. Lorsque le Squadron est envoyé sur le continent en septembre pour soutenir l'avance de la 2nd TAF, il est l'un des premiers à remporter une victoire et à la fin de l'année il totalise 3 victoires et 3 bombes volantes et reçoit la DFC dont l'annonce paraîtra le 14 février 1945. Il reste avec l'unité jusque fin avril revendiquant 3 nouvelles victoires et détruisant un grand nombre d'objectifs au sol. Son tour d'opérations se termine le 1 mai et il rentre au Canada le 4 septembre avant de quitter la RCAF deux mois plus tard.

Flying Officer Ness has always shown the utmost enthusiasm for operational flying. Throughout all his missions his exceptional skill, cheerful confidence and devotion to duty have set an outstanding example to all his squadron. He has destroyed three enemy aircraft and eight flying bombs and has shared in the destruction of several trains.

NOTE : Public Records Office Air 2/9048 has original recommendation dated 16 December 144 when he had flown 124 sorties (118 ½ operational hours): apparently drafted by his flight commander :

Flying Officer Ness joined this squadron on 29th March 1944. During his 118 ½ hours of operational flying he has carried out many operational flights of various types on Typhoons, Spitfires and Tempests, in the United Kingdom and Northwest Europe.

In all he has done 13 weather and shipping recces, eight armed recces, 20 local patrols, 19 escorts and sweeps, four convoy patrols and scrambled, two anti-flak patrols and 58 flying bomb patrols. He has destroyed three enemy aircraft and eight flying bombs, and has shared in the destruction of several trains.

Flying Officer Ness has always shown the utmost enthusiasm in carrying out his operational flying, and in it has displayed exceptional skill and confidence as well as keenness in attack. His loyal and cheerful sense of duty have been an example to the squadron.
