Né le 4 août 1923 à Brown City, dans le Michigan, Robert Welch rejoint l'Army Reserve et se qualifie comme pilote avec le grade de Sous-lieutenant le 7 janvier 1944 à Alor Field, au Texas. Affecté au 343rd Fighter Squadron / 55th Fighter Group le 8 septembre 1944, il totalise alors 337 heures de vol dont 222 d'entrainement. Au cours de son tour d'opérations, il remporte 6 victoires en cmbat aérien et détruit 12 appareils au sol, recevant pour cela la SIlver Stard, la DFC et 20 Air Medals.

Après guerre, il rejoint la Michigan Air National Guard et sert avec le 171st Fighter Squadron / 127th Fighter Group. En janvier 1951, le Group est réactivé et devient Commandant du 127th Plt Training Wing. Il se tue dans un accident sur F-84C (47-1460) le 23 mars 1951 sur la base de Luke AFB en Arizona. Pendant son séjour en Europe, il avait volé sur le P-51D CY-O 44-14140 "Wings of the Morning" et le P-51D CY-Z 44-72138
