Né en 1919 à Vancouver, "Blackie" Williams s'engage dans la RCAF à la fin de 1940 et termine son entraînement en août 1941. Promu Pilot Officer, il est envoyé en Grande Bretagne et rejoint l'OTU 14 de Cottesmore avant d'être affecté au Squadron 408 en février 1942 comme pilote sur bombardier Hampden. Au cours de la nuit du 27 au 28 août 1942, alors qu'il se dirige vers Kassel pour un raid, son appareil est intercepté par un chasseur de nuit Ju 88. Williams parvient à abattre le chasseur ennemi à l'aide sa mitrailleuse fixe de nez, remportant ainsi sa première victoire et l'une des rares obtenues dans ces circonstances. Sur le chamin du retour, ils parviennent aussi à échapper à un Me 109. Pour ses performances au cours de cette mission, Williams recevra la DFC le mois suivant. Après avoir achevé son tour d'opérations en octobre 1942, il sert à l'Etat-Major de la RCAF à Londres jusqu'en avril 1943.

A cette époque, il est affecté au Squadron 410 pour mettre sur pied une section de chasseur de nuit devant opérer au-dessus du territoire ennemi (missions intruder). En juillet 1943, il est envoyé à l'OTU 54 afin de devenir pleinement opérationnel sur chasseur et en août il est promu Squadron Leader avant d'être affecté au Squadron 406 comme Chef d'Escadrille. Il prend finalement le commandement du squadron en juillet 1944 et reste avec l'unité jusqu'en novembre. Il reçoit la DSO en septembre, la citation qui l'accompagne lui accordant 5 victoires, dont deux au cours d'une même nuit du mois de juillet.

Après son retour au Canada, à la fin de son tour d'opérations, il rejoint l'OTU 5 à Abbotsford en février 1945 et y reste usqu'en juin. Après guerre, il continue à servir au sein de la RCAF et menera une brillante carrière jusqu'en 1970.

Distinguished Flying Cross le 5 septembre 1942

This officer has participated in bombing attacks against many of the enemy's important heavily defended targets. One night in August 1942 he was captain of an aircraft detailed to attack Kassel. On the outward flight his aircraft was intercepted by a Junkers 88. By skilful tactics Flight Lieutenant Williams enabled his gunners to deliver effective bursts at the attacking aircraft, setting one of its engines on fire. It then dived steeply towards the ground where on impact it exploded. Although his own aircraft had sustained damage, Flight Lieutenant Williams pressed on to his target and bombed it. On the return journey a Messerschmitt 109 was encountered and driven off by a well directed burst of fire. Throughout, this officer has displayed a great determination to complete his allotted task. He has at all times won the confidence of all with whom he has flown.

This officer has completed a large number of sorties, including a number during which he has successfully attacked a variety of targets on the ground. In the air he has destroyed five enemy aircraft at night. He is a brave and resourceful pilot whose fine fighting qualities were well illustrated one night in July 1944, when he destroyed two enemy aircraft in one sortie. In the fighting his own aircraft sustained damage but he flew it safely to base in the face of extremely adverse weather. This officer is a most efficient and inspiring flight commander.
